		<description>We had a similar issue that was resolved by doing the following :

Under ‘Tools’, ‘Application Options’, on the ‘Assembly’ tab UNTICK the “Enable Related Constraint Failure Analysis” option.

This must be done on a ‘per user, per workstation’ basis as it is enabled by default. As a point of interest, it was not enabled in 2008 or earlier versions.
